The writer is a good reporter who doesn't offer opinions, but I'm not a reporter and my opinion is that it is INCREDULOUS to think that the Pakistan leadership was...
A. Letting Bin laden have safe haven and...
B. Unaware that the CIA was 'across the street' from his hideout.

I've read a lot about Pakistan politics and the gist of it seems to be that it is an ungovernable tribal mess where Bin laden would have won a democratic election. It is literally a situation where the government there wants to help us get the terrorists out, but needs to pretend that they aren't cooperating with us.
It has been hypothesized that even if the Pak' leaders and US leaders had together identified Bin laden's location, the Pakistan leadership would want us to do the job and let them pretend to have not been involved....see what I'm saying?
