Idea to deal with the Homeless Crisis in Trinidad Colorado

While we have the most pot-shops per capita of anywhere in the world, the same is true for the homeless population.

Maybe we could let the homeless act as Pirates along I-25 and we lord trinidad could collect the taxes... aye ;)?
